* Adding 0.01 to igdpr for CAR, and removing it from ifs.dat to solve problem with scenarios using mfpadd(World) = 0 in initial years. That was a problem because mfpadd(World) is not 0 for all countries, CAR had this line in ifs.dat setting it to 0.01.
