Interface Updates

Fix on importing Data Series with commas in Name in Source field (LandAgri, LandTotal).
Fix on searching variables with “&” like LandUrban&Build.
Fixed problem when importing Data Series in long format, years in rows down as countries. Problem was showing in the 2^nd import.
Resetting Flex Displays cache after running batch scenarios.
Fix for Flex Displays when selecting Total, doing graph and coming back (Agriculture Exports).
Update on Catching scenario Errors, improvement in messages.
Fix for Map Viewer, both in forecast and historical mode, was not showing names because of Kiribati, also problems combining category changes and other format options.

Fix to New Education logic for Secondary lower and upper.
Fix for Education Budget switch (edbudon), when turning off the switch (on in the base case), it was producing an error, because it was skipping some logic.
Update on Catching scenario Errors, improvement in messages.

14 Tables inserted & updated.
- 5 new tables from IMF GFS on general govt expenditure, including transport, communications, ect.
- 4 preprocessors updated from ITU's ICT subscription data.
- 2 new infra spending data from OECD.
- 3 new waste water mgmt data from UNSD.
