Interface Updates

Fixes to historic analogs for GDP, GDPPC, GDPP, GDPPCP and some unit levels, still using $2011, should now be $2017.
Fixes to Flex Displays when using poverty variables, it was producing duplicates in Google list.
Fix Availability form to load when table has more than 100 years, like the case for RelativePowerGlobalPowerIndex.
Edit Variable Lists: Allow selecting multiple variables for deletion, also avoid loosing selected list after deletion.
Added Clear Session/Cache, to avoid having to restart IIS.
Fix the SAM, it wasn’t loading.

Fix for using same dimension twice in parameters, for example dyadictradem, Africa, Africa. Countries with commas, like "Moldova, Rep of", and groups in second dimension like EU28.
Fixes to rebase to 2019, State Failure error.

- 55 new SSP tables with suffix Rev23, old SSP tables remain unchanged.
- 81 new World Poverty Clock placeholder tables by gender and age groups, with suffix WPC.
