Updated the Add Provinces Project to make it work for the US in .NET version.

Implemented minimum initialization for FEDDEM, when data shows less than 1.05 Million Tons, using a function of Live Herd.
Implemented check to limit INITFLOWS (Total, Ag) not to go beyond 95% of ZS(Ag) to leave enough room for VADD(Ag).
