Interface Updates

Fix for Pie Chart with very low numbers ENP(Somalia, All).

When bilateral list was selected and Dimension1, Dimension2 shows Groups or Countries/Groups, Dimension2 was not being updated when we check/uncheck Hide Noncore Groups box. This caused dimension 2 to sometimes remain in core groups when dimension 1 showed all groups.
