Interface Updates

Fix problem when selecting Total as 2nd dimension alone in Flex Displays.

Model Updates

Turned on Climate Economic Impact (climeconimpsw) for the base case.
Added limit of 0.00001 to CARANN to avoid negatives.

Added gdprext for Sahrawi with values from 5 in the base year to 2 in 2100, mainly because it was showing jumpiness.
Added gdprext for Suriname to remove weird value in 2028, looks like an error from the datasource.
